Elimination of Tests from the North Carolina Testing Program
The following tests have been eliminated from the North Carolina Testing Program for 2009-10 and beyond:
- Grade 3 Pretests of Reading Comprehension and Mathematics,
- Computer Skills,
- Chemistry End-of-Course,
- Competency Tests of Reading and Mathematics,
- High School Comprehensive Test of Mathematics,
- NCCLAS, and
- Physics End-of-Course.
The following tests have been eliminated from the North Carolina Testing Program for 2010-11 and beyond:
- Geometry End-of-Course
- NCEXTEND2 Alternate Assessments of Occupational English I, Occupational Mathematics I, and Life Skills Science I and II, and
- NCEXTEND2 OCS Writing Assessment at Grade 10.
The following multiple-choice tests have been eliminated from the North Carolina Testing Program for 2011-12 and beyond:
- Algebra II End-of-Course,
- Civics and Economics End-of-Course,
- Physical Science End-of-Course, and
- U.S. History End-of-Course.
Reasons for Elimination of State Tests
North Carolina High School Comprehensive Tests of Reading and Mathematics
For the 2004-05 school year, Algebra I and a combination of the end-of-course English I and the Grade 10 Writing assessment were used in
place of the North Carolina High School Comprehensive Tests of Reading and Mathematics for AYP purposes. In rare cases, the North Carolina
High School Comprehensive Tests of Reading and Mathematics were used for students who did not take Algebra I or English I by the end of the
tenth grade. Starting in 2006–07, in rare cases, the North Carolina High School Comprehensive Test of Mathematics was used for students who
did not take Algebra I or OCS Mathematics I by the end of the tenth grade. Effective for the 2009–10 school year, the High School
Comprehensive Test was removed from the statewide testing program.
North Carolina Checklist of Academic Standards (NCCLAS)
In response to the technical peer review letter dated August 12, 2009, from the U.S. Department of Education (USED), the North Carolina
Checklist of Academic Standards (NCCLAS) was immediately eliminated from the North Carolina Testing Program at the September 2009 meeting
of the State Board of Education.
Grade 3 Pretests of Reading Comprehension and Mathematics, Computer Skills, End-of-Course Tests of Chemistry and Physics, and Competency Tests of Reading and Mathematics
Effective the 2009–10 school year, Senate Bill 202/S.L. 2009-451 eliminated funding for most state-administered tests not currently required by federal law or as a condition of federal grants.
As a response to the legislation, the North Carolina Testing Program immediately suspended all activities related to the administration of these tests and their alternates.
End-of-Course Test of Geometry
At the March 2010 meeting, State Board of Education members approved removing the Geometry End-of-Course assessment from the statewide testing program beginning in the 2010–11 school year to facilitate school and student transition to the new mathematics curriculum. New assessments to support the new curriculum are anticipated for the 2012–13 school year.
End-of-Course Tests of Algebra II, Civics and Economics, Physical Science, and U.S. History
House Bill 48 (http://www.ncleg.net/Sessions/2011/Bills/House/PDF/H48v3.pdf)
becomes “effective July 1, 2011, and applies beginning with the 2011–12 school year.” This legislation eliminates state administered tests
that are not currently required by federal law or as a condition of a federal grant. The North Carolina Testing Program will cease all
activities related to the administration of these tests at the conclusion of summer school 2011. The eliminated tests will not be available
for the 2011-12 calendar school year.
