

Student Accountability Standards Reports 2005
In 1997, pursuant to growing concerns regarding the issue of social promotions, the North
Carolina General Assembly ratified GS 115C-12. Among other things, the statute directed the
State Board of Education (SBE) to develop “grade-level student proficiency benchmarks” and to
“establish a Committee on Standards and Accountability.” The Committee on Standards and
Accountability recommended that the SBE adopt four gateways through which students must
pass to be promoted to the next grade level. This report addresses North Carolina’s student
performance on the three gateways that are in effect at this time.
