

BASIS FOR CHANGE
North Carolina's student testing program dates from the 1980s and 1990s. The school accountability model began in 1996-97. Since then, North Carolina educators and leaders have learned a great deal about what is effective in improving schools and performance. New technologies have changed how student assessments could be completed and allowed for more complex analyses to be done.
It is time for a new generation of K-12 school curricula, student testing and school accountability. Educators, parents and lawmakers have pressed for several years to make changes to the curriculum and accountability systems. In 2008, following extensive input from the Blue Ribbon Commission on Testing and Accountability, the State Board of Education crafted the Framework for Change - 27 recommendations to change dramatically the scope of the Standard Course of Study, assessments and testing.
