Basic Education Plan The Basic Education Plan for the state of North Carolina describes the common core of knowledge and skills that every child shall command when he or she graduates from high school. It includes instruction that is fundamentally complete and gives the child a thorough grounding in arts education, English Language arts (communication skills), information and computer skills, second languages, healthful living, mathematics, science, social studies and vocational education.
