The 2010-2011 portion of the current Targeting Plan identifies New Hanover County Schools, Hoke County Schools, and Avery County Schools as sites for civil rights compliance reviews.
The Office for Civil Rights, US Department of Education, Washington, DC, has published "Vocational Education Programs Guidelines for Elimination of Discrimination and Denial of Services on the Basis of race, color, national origin, sex, and handicap." These guidelines explain the civil rights responsibilities of recipients of Federal funds who are Local Education Agencies (LEAs) and other subrecipients (i.e., Charter schools) offering or administering vocational education/workforce development education programs. This publication derives from, and provides supplementary guidance to, Title VI of the Civil Rights Act of 1964, Title IX of the Education Amendments of 1972, and Section 504 of the Rehabilitation Act of 1973.
