DISPROPORTIONALITY PLAN

The National Center for Culturally Responsive Educational Systems (NCCRESt provides technical assistance and professional development to state education agencies (SEAs) and local education agencies (LEAs) across the nation to: (a) close the achievement gap between students from culturally and linguistically diverse backgrounds and their peers, and (b) reduce inappropriate referrals to special education. NCCRESt’s technical assistance strategy is to (a) build State capacity to provide technical assistance and professional development, (b) build skill sets at SEA level (c) work in teams that cut across SEA, Advocacy and LEA personnel, (d) identify LEAs that are improving and build strategies to support their work, and (e) identify LEAs that are developing and building capacity. NCCRESt will provide financial support to bring in professional developers to conduct "training of trainers" who can deliver content that meets the needs of SEA, LEAs and schools. NCCRESt works directly with the NC State Liaison who, in turn, provides direction to the NC Disproportionality Task Force. The NC Disproportionality Task Force advises DPI on the use of Leadership Academies for dissemination of knowledge and skills to reduce disproportionality, how to increase culturally responsive practices, and how to ensure all students have access to the general education curriculum. The NC Disproportionality Task Force will provide guidance in the areas of data mining, universal design, differentiated instruction, early intervention, positive behavior supports, literacy, family linkages and other topics that are identified as professional development needs.

The State Status and Outcomes document demonstrates how the issue of disproportionality is being addressed in North Carolina. The plan identifies who is doing the work as well as the expected outcomes.
