MISSION :: Federal legislation, particularly the Individuals with Disabilities Education Act (IDEA) and its amendments, requires states provide a free and appropriate public education to students with disabilities. To ensure that special education and related services are provided, federal regulations require the maintenance and reporting of many different student statistics. As the special education programs have evolved over the years, and technologies changed, numerous disparate systems arose to meet the data collection and records maintenance needs of Exceptional Children professionals in the classroom and administrators around the state. Some of these programs use manual data collection, and others are electronic, but the state is in need of ONE core system to maintain exceptional student data.

The Comprehensive Exceptional Children Accountability System (CECAS) is a case management and data analysis system that is offered to Local Education Authorities (LEAs) as a means to manage and analyze exceptional student records.
