FACTS ABOUT THE GROUP FOSTER HOME PROGRAM

  1. Group/Foster Home funds are allocated to local education agencies (LEAs) in State Program Report Code (PRC) 32 and Federal PRC 60. These funds are child count funds and may be used on other children after the child that generated the funds has been served.

  2. Group/Foster Home requests must be submitted no later than sixty (60) days after the date of enrollment in the LEA. Request received after 60 days of enrollment may not be processed

  3. The LEA must report all withdrawals no later than sixty (60) days after the withdrawal date. The funds received for each child do not have to be returned if another child is submitted for Group/Foster Home funding. The remaining funds from the child who withdrew will be credited to the new child. In this case no additional funds will be allocated from the Exceptional Children Division. Do not hold withdrawals until the end of the year. Withdrawals should be submitted as they occur

  4. LEAs receiving Group/Foster Home funds for children who are in attendance less than a school month (20 days) must return the unused portion of the allocation minus one month of funding. The LEA may retain these funds if another child is submitted for funding within sixty (60) days of the withdrawal. In this event no additional funds will be allocated from the Exceptional Children Division.

  5. Children with disabilities residing in group/foster homes that have special education and related service costs that do not exceed the Group/Foster Home allocation should be submitted on the Group/Foster Home application.

  6. LEAs may submit a Special State Reserve application for children with disabilities residing in group/foster homes that have educational and related service costs that exceed the Group/Foster Home allocation. These funds are for the initial year of placement in the school program only. Special State Reserve funds are child specific and allocated in PRC 63. Funds in PRC 63 may only be spent on the child that generated the funding.

  7. All applications received are funded on a first come first serve basis. Funding cannot be allotted without an approved Group/Foster Home

  8. Faxed copies of applications are not acceptable. Application must have original signatures.

  9. A child cannot receive Group/Foster Home, Special State Reserve and Behavioral Support funds in the same year. LEA must determine which application is most appropriate.

  10. Educational programs under the Department of Health and Human Services and private entities are not eligible to receive Group/Foster Home or Special State Reserve funding.

  11. The home LEA where the parents/guardians of the child have legal residence will not transfer any local funding to the host LEA serving the child until all state and federal funds have been exhausted.

  12. In the event state funds are exhausted, the Exceptional Children Division will allot the federal portion of the Group/Foster Home allocation. The home LEA will transfer local funds to the host LEA at this time.

  13. The amount of local funds sent to the host LEA is based on the home LEA’s per pupil allocation. The amount will differ for each agency

  14. How local funds are transferred is an LEA decision. The Exceptional Children Division is not involved in the transfer or the process used to transfer these local funds.
