

HANDBOOK ON PARENTS' RIGHTS
As the parent of a child who is suspected to need or is identified as needing special education, you and your child have certain legal rights called procedural safeguards. The Individuals with Disabilities Education Improvement Act (IDEA) requires that thirteen (13) of the procedural safeguards be given to you one time each school year and at other times, which are listed within the handbook, by the local educational agency (LEA).
The LEA is your local public school system Charter schools are public schools and must follow the same federal regulations and state policies as other public schools regarding students with disabilities.
The purpose of this handbook is to provide you with information about your rights, the rights of your child, and the responsibilities of the local educational agency (LEA) toward meeting the special needs of your child. The LEA is the local school system approved by the North Carolina Department of Public Instruction. Charter schools are public schools and must follow the same federal regulations and state policies as other public schools regarding students with disabilities.
