State Education Technology formula grants are to be used to help improve student academic achievement through the use of technology in schools, assist all students in becoming technologically literate by the end of eighth grade, and encourage the effective integration of technology with teacher training and curriculum development in order to identify successful research-based instructional methods.
Education Technology competitive grants are to be aligned with the North Carolina Educational Technology Plan and Impact: Guidelines for North Carolina Media and Technology Programs. These grants support programming that ensures high student achievement through the use of technology in the overall school curriculum. Additionally, schools can use funds to purchase 21st century media and technology tools for use both inside and outside the school.
CHILD NUTRITION EQUIPMENT

Child Nutrition Equipment Assistance Grants are targeted for schools where 50 percent or more of students are eligible for free or reduced price meals. Schools are to use grant funds to purchase equipment that meets at least one of the following goals:
- Improve food safety.
- Increase energy efficiency.
- Incease student participation.
- Improve nutrition integrity.
- Better equip the school to implement nutrition standards as mandated by the NC General Assembly and adopted by the State Board of Education.

NATIONAL CLEAN DIESEL FUNDING ASSISTANCE PROGRAM

The National Clean Diesel Funding Assistance Program grant funds are to be used to retrofit school buses with emission reduction devices and to replace older buses with new, cleaner buses.

Qualified Zone Academy Bonds - $400 million
Qualified School Construction Bonds - $11 billion

Qualified Zone Academy Bonds - $21 million (2008); $44 million (2009)
Qualified School Construction Bonds - $187 million (plus $88 million in direct allocations to five districts)
Funding is competitive grant and application driven
Qualified Zone Academy Bonds can be used for school repair and renovations. These bonds are issued by state or local governments and subsidized by the federal government through tax credits to bondholders. The credits are approximately equal to the interest that the issuers would pay to the bondholders. Issuers are generally responsible for repayment of only the bond principal (no interest). Eligible individual schools must have 35 percent or higher free or reduced-price lunch student population in addition to a business partner for a 10 percent match (can be "in kind").
Qualified School Construction Bonds can be used for new construction, land purchases and repair and renovations. As with the QZAB program, bonds are issued by state or local governments and subsidized by the federal government through tax credits to bondholders. The credits are approximately equal to the interest that the issuers would pay to the bondholders. Issuers are generally responsible for repayment of only the bond principal (no interest). The distribution method has not yet been decided.
OTHER GRANT FUND OPPORTUNITIES
Competitive grant funds for which additional information will be forthcoming include:
- Teacher Incentive Fund ($200 million nationally) to develop and implement performance-based teacher and principal compensation systems in high-need schools. The compensation systems also may provide educators with incentives to take on additional responsibilities and leadership roles.
- Teacher Quality Enhancement Partnership Grants ($100 million) to improve the quality of new teachers working in high-need districts and high-need schools by creating successful and high-quality model Pre-Baccalaureate Teacher Preparation programs and/or Teaching Residency programs for those qualified to begin teaching and/or to enhance the quality of pre-service training for prospective teachers.
- Statewide Data Systems ($20 million nationally) to enable state education agencies to design, develop and implement statewide, longitudinal data systems to efficiently and accurately manage, analyze, disaggregate and use individual student data.
