How We Got Here:
On February 11, 2011, DPI issued a Request for Proposal (RFP) for a planning team to assist in gathering stakeholder requirements for the system. Bidding opened on March 4, and the internal IIS workgroup began evaluating the proposals on March 7. The workgroup held interviews with the vendors on April 4 and made a hiring recommendation on April 12. The awarded vendor, the Center for Educational Leadership and Technology, began work on June 2, 2011.
On March 17, 2011, DPI issued an RFP for an IT Project Manager. Bids opened in April and the workgroup evaluated the proposals in May. DPI awarded the contract to New South Technologies, Inc.
Beginning in early June 2011, our planning team, the Center for Educational Leadership and Technology (CELT) met with groups internal and external to the North Carolina Department of Public Instruction to gather requirements and begin shaping the Request for Proposal (RFP). These groups included:

In February of 2012, we issued the Request for Proposals (RFP) for the build and implementation of the instructional improvement system. From April through June of 2012, the
IIS team reviewed all proposals that were submitted. The IIS evaluation team then made their
recommendations. In December 2012, Pearson was selected as the vendor for the instructional components of
Home Base, including the Learner Profile; Standards & Curriculum; Instructional Design, Practice &
Resources; Assessment; and Data Analysis and Reporting tools.
