Greetings from the office of the North Carolina State Board of Education.

The week began with the confirmation of Governor Perdue's three nominations to the North Carolina State Board of Education. The House and Senate held a joint legislative session Monday night and voted unanimously to give eight-year terms to Wayne McDevitt, Patricia Willoughby and Reginald Kenan. McDevitt and Willoughby have served on the board since 2001. Kenan, a new board member, has served on the Duplin County school board since 1989. The Governor appoints 11 of the 13 members of the State Board of Education. In addition, the Lt. Governor and the State Treasurer are members of the board.

The budget negotiations are continuing but the House and Senate have not been able to agree to a final budget. Therefore, both chambers agreed to a second continuing resolution that funds state government at 84 percent of the 2008-09 funding levels. The second continuing resolution expires July 31, 2009. The differences between the House and Senate proposed finance packages are the major portion of the negotiations at this time. The appropriations component of the budget is nearly completed. The appropriations chairs have adjourned for the weekend but plan to resume work on Monday (July 20) at 4 p.m. The finance chairs plan to work through the weekend as long as progress is being made.

* HB 1452 Local Government Code of Ethics. Placed on calendar for 7/22/2009.
* HB 1471 Counties & Schools Share P.E. Equipment. Presented to the Governor on 7/14/2009.
* HB 1504 Continuing Budget Authority. Ratified.
* SB 65 Amend Computer Solicitation of Child. Ratified.
* SB 68 ABC Stores/School/Guilford. Ratified.
* SB 182 Honor Bob Scott. Passed 2nd and 3rd Reading in the House, Re-referred to the Committee on Rules and Operations of the Senate.

* SB 708 Amend the Compulsory School Attendance Law. Placed on calendar for 7/15/2009, the House amendment failed concurrence in the Senate.
