This Web site addresses the impact of the No Child Left Behind (NCLB) federal law on North Carolina's public schools and provides resources for educators. NCLB's major goal is for all students to perform at or above grade level in reading and mathematics by the end of the 2013-14 school year. Adequate Yearly Progress (AYP) measures the success of schools, districts, and states toward meeting the 2013-14 goal. Links to school districts' AYP results are under ADEQUATE YEARLY PROGRESS on this site, as well as recent changes in AYP accountability and talking points for educators to use in AYP-related discussions.

Title I schools not making AYP in the same subject for two years in a row or more face sanctions. North Carolina Title I school information, including listings of Title I School Improvement schools, are under TITLE I. Sample parent materials, fact sheets, and PowerPoint presentations for use at the school and district levels are under SCHOOL CHOICE and SUPPLEMENTAL EDUCATIONAL SERVICES. A sample letter to help districts notify parents of Title I District Improvement status is under DISTRICT IMPROVEMENT or access NCLB-related sample materials on this site. Some sample parent materials are available in Spanish as well as English.

NCLB requires that all core academic subject teachers (not just those in Title I schools) be “Highly Qualified” and sets new criteria for Title I instructional paraprofessionals. Related documents, resources, and sample parent notification letters and forms are under HIGHLY QUALIFIED.
