LOCAL FINANCE OFFICERS RECOGNIZED FOR OUTSTANDING FISCAL ACHIEVEMENTS
State Board of Education members last week recognized and congratulated 63 local school finance officers for their outstanding fiscal achievements. The finance officers received their awards during a luncheon held at the NC Department of Public Instruction.
NCDPI School Business Services Director Paul LeSieur applauded the hard work of public school finance officers across the state. "Their work provides the foundation for assuring that public schools have the resources to operate effectively," LeSieur said.
The majority of finance officers received recognition in one of the following three categories. (Recipients are noted in the attachment.)
- State Board of Education Recognition of Achievement in Financial Resource Management. This award is presented annually to finance officers of those districts with no audit exceptions for certified personnel paid from state or federal funds, and no position or months of employment allotment exceptions. This represents a combination of the abilities at the LEAs, and the success of our pilot programs to train units for greater local control over their salary administration.
- Association of School Business Officials Certificate of Excellence in Financial Reporting. This national award is given annually to finance officers who have voluntarily submitted their school system's Comprehensive Annual Financial Report (CAFR) for review. The ASBO Panel of Review presents this award for those CAFRs which meet or exceed ASBO Standards. A district earning the Certificate of Excellence receives not only the award, but enhanced credibility for the financial management of its school system.
- Government Finance Officers Association Certificate of Achievement for Excellence in Financial Reporting. The Certificate Program, which was established in 1945, is designed to recognize and encourage excellence in financial reporting by state and local governments. This award is given annually to finance officers who submitted their CAFR to the Government Finance Officers Association panel, which reviews the submission for quality. This award is the highest form of recognition in governmental accounting and financial reporting.
