ARRA GRANTS HELP BRING TECHNOLOGY TO SCHOOLS

Thirty-one North Carolina public schools, spread across 12 school districts, will be able to purchase hardware and software to enhance their media and technology programs thanks to their recent receipt of the Enhancing Education Through Technology (EETT) and American Recovery and Reinvestment Act (ARRA) competitive grant awards. In addition, these schools will receive significant professional development to ensure that staff is integrating technology effectively into classroom instruction so that students will have access to 21st century learning experiences.

As a result of these grants, the following schools/districts will be continuing the implementation of North Carolina's IMPACT model. Schools in these districts are part of a larger network of 39 schools with the IMPACT model in place.

  • Asheboro City Schools;
  • Asheville City Schools;
  • Canton Middle School, Haywood County;
  • Kannapolis City Schools;
  • Northeast Consortium (Edenton-Chowan Schools; Perquimans County Schools);
  • Pamlico County Schools;
  • Scotland County Schools;
  • Swain County Middle School, Swain County;
  • Thomasville City Schools;
  • Union Middle School, Sampson County; and
  • Walkertown Middle School, Forsyth County.

North Carolina Department of Public Instruction Instructional Technology Section Chief Neill Kimrey said, "Students in IMPACT Model schools are more engaged in their learning because the program's student-centered instructional practices and project-based learning incorporate 21st century classroom technology. We look forward to seeing even more creative use of technology by students in our continuation schools."

Initial eligibility for these and all Title II, Part D funds is based on the federal criteria of high poverty and high technology need. The continuation award will enable local school districts to continue implementation of IMPACT: Guidelines for North Carolina Media and Technology Programs, a nationally recognized program of technology integration.

IMPACT continuation grants are funded through the competitive portion of North Carolina's Title II, Part D EETT allocation from the federal No Child Left Behind program. The grants are aligned with the North Carolina Educational Technology Plan and IMPACT: Guidelines for North Carolina Media and Technology Programs. In order to qualify for these grants, these districts participated in a year-long implementation of the IMPACT Model, supported by professional development offered through the NC Department of Public Instruction. Continuation was awarded to schools that provided evidence through a written program evaluation and on-site evidence that the program was being implemented and evaluation data were used in planning future activities.

The one-time allocation of ARRA stimulus funds will enable enhancements to currently funded IMPACT Model Schools Grants. Enhancements include a pilot of 1:1 technology programs, training and implementation of North Carolina's Formative Evaluation System, and the use of diagnostic software for differentiating instruction.

The IMPACT Model includes the provision of a media coordinator, a technology facilitator and support staff to enable flexible access to personnel, resources and facilities as well as collaborative planning and co-teaching by teachers, media coordinators and technology facilitators. Program planning is provided through the Media and Technology Advisory Committee supported by well-informed and supportive leadership at both the district and school-levels. Formative program evaluation is facilitated by NCDPI staff and conducted at the building level. Schools also agree to participate in the external evaluation of the IMPACT Model by researchers at the Friday Institute for Innovation at NC State University.
