Consolidate NCLB Title monitoring in a new division. Develop "generalist monitors" by cross-training personnel to ensure that they are able to collect relevant and important data for multiple monitoring requirements and purposes. Strategically deploy monitors to specific (and ideally small) assigned regions and offer LEAs a single point of contact. Limit site visits focusing on red flag issues first. Conduct pre-visit audits from off-site, gathering as much important information as possible in advance. Develop new tools and processes to enable lean monitoring (e.g. consolidate applications, create LEA self-assessment tools)	5.3
