MISSION :: It is the mission of the Program Monitoring Section to ensure that the federal education funds administered contribute to the goal of all children meeting or exceeding state standards. This mission is accomplished through activities designed to ensure that federal funds are spent in accordance with federal requirements and for the intended purposes of the grants.

Below are links pertaining to the State of North Carolina’s implementation of the Elementary and Secondary Education Act of 1965 (reauthorized as the No Child Left Behind Act in 2002).

  • 2009-10 Title I Schools
    On an annual basis, school districts identify eligible school attendance areas and select those eligible areas that will participate in Title I, Part A. This link provides the list of Title I schools for the 2009-10 school year.

  • Title I Schools in School Improvement in the 2009-10 School Year
    Title I schools not meeting state proficiency target goals for Adequate Yearly Progress (AYP) in the same subject (reading/language arts or mathematics) for two consecutive years are identified for school improvement. For every year a school in improvement does not make AYP in the identifying subject, it moves to the next level of sanctions. The list provided here includes Title I schools in improvement, corrective action, or restructuring for the 2009-10 school year.

  • LEAs in LEA Improvement Status in the 2009-10 School Year
    In North Carolina, an LEA enters improvement by missing any one target goal in the same subject (reading/language arts or mathematics) in each of three grade spans (3-5, 6-8, and high school) for two years in a row. The list provided here includes LEAs in LEA Improvement for the 2009-10 school year.

    This site includes a list of 2009-10 Supplemental Educational Service (SES) providers, evaluation reports, the Standards and Procedures Manual, and PowerPoints relative to the implementation of SES.

  • Title I, Part A Allotments for the 2009-10 School Year
    This spreadsheet outlines Title I, Part A allotments for school districts and charter schools for the 2009-10 school year and lists the per pupil cap for Supplemental Educational Services (SES), as well as the 20 percent required set-aside for public school choice transportation and SES by school district/charter school. Program Report Code (PRC) 050 does not include Title I, Part A allotments available through the American Recovery and Reinvestment Act of 2009 (ARRA). North Carolina was approved for a waiver that allows LEAs to exclude some or all of their Title I, Part A, ARRA funds in calculating the set-aside amounts.
