RESTRUCTURING

Title I schools enter the planning for restructuring phase of Title I School Improvement after not making Adequate Yearly Progress (AYP) for five years. After six years of not making AYP, the Title I school must implement the restructuring plan.

In addition to the continuation of school choice, supplemental education services and other requirements for schools in Title I School Improvement/Corrective Action, the LEA must prepare a Restructuring Plan for the school to include alternative governance arrangements consistent with State law. Alternative governance arrangements must include one of the following:

  • Reopening the school as a public charter school;
  • Replace all or most of the staff (which may include the principal) who are relevant to the failure to make AYP;
  • Enter into a contract with another organization with a demonstrated record of effectiveness, to operate the school;
  • Turn over the operation of the school to the state, if the state agrees; or
  • Any other major restructuring of a school’s governance arrangement that makes fundamental reforms, such as significant changes in the school’s staffing and governance, to improve student academic achievement and that has substantial promise of enabling the school to make AYP.
