Notice is hereby given that the North Carolina Department of Public Instruction (NCDPI) will submit a request for an applicable waiver to requirements of the Elementary and Secondary Education Act (ESEA) as it relates to the Tydings Amendment for the North Carolina Migrant Education Program (NCMEP). The waiver would allow the North Carolina Migrant Education Program to continue to expend funds from the Out of School Youth (OSY) Consortium Grant to meet the following goals:

  • sponsor the annual OSY Promising Practices Day during the summer months;
  • provide high quality instructional materials for Migrant Education Sub-grantees with Out of School Youth;
  • support innovative LEA-based programs for Out of School Youth through professional development, software and hardware resources, and networking opportunities; and
  • develop further guidelines and expectations for programs serving Out of School Youth.

The state believes that the requested waiver will improve the academic achievement of Migrant Education students providing a greater number of educational opportunities for Out of School migratory youth.

The public is invited to review and comment on the waivers being requested by Oct. 21, 2011. Interested persons may present their written comments to:
