INPUT SOUGHT ON PROPOSED WAIVER TO ALLOW LATE LIQUIDATION OF FUNDS TO BE SPENT ON 21st CENTURY COMMUNITY LEARNING CENTERS

The North Carolina Department of Public Instruction (NCDPI) Is seeking public comment on its request for a waiver (called a Late Liquidation waiver) to gain access to expired funds for use in the 21st Century Community Learning Centers (21st CCLC) rather than returning them to the federal government. The 21st CCLCs provide before and after school and summer programs for students in high poverty or low-performing schools.

According to 34 C.F.R. 80.23(b), NCDPI must return to the federal government any obligated federal grant monies not drawn down by December 30, 2018. Due to delays resulting from Hurricane Florence and Michael approximately $414,500 was not drawn down by the specified date.

The U.S. Department of Education is allowed to provide extended access to those funds, so they may be used by North Carolina as appropriated and the late liquidation waiver request asks for that allowance.

If the waiver is granted, the 21st CCLC grant funds will be used to support the work of 94 grantees (schools, non-profit community groups, local governments) across the state.
