SECTION CHIEF

READING FIRST SECTION CHIEF

The Reading First grant will be administered by the Reading First Section Chief. Grant funds will be used to provide an administrative assistant position to enable the Section Chief to manage budgets, collect data, prepare reports, make on-site visits to regional centers and to Reading First LEAs/schools, and plan and manage the regional centers. An additional coordinator will be hired to assist with the second cohort of schools. The Section Chief will use external experts and experienced educators on a contractual basis to ensure the development of an understanding of scientifically based reading research among those involved at the leadership level. Major responsibilities are listed below:

  • Ensuring that all aspects of NCRF fit into a cohesive plan for participating RF schools.
  • Facilitating adequate communication flow within the SEA, between the SEA Reading Management Team, the State Reading Leadership Team, and among these persons and the LEAs.
  • Guaranteeing that all project activities align to make a coherent whole.
  • Facilitating NCRF activities that span different sections in the SEA.
  • Facilitating meeting of the State Reading Leadership Team and the SEA Reading Management Team.
  • Approving all expenditures and monitoring adherence to the budget.
  • Overseeing the evaluation activities associated with Reading First.
  • Working with the project manager from the Division of Information Technology, DPI to affect quality control and address any problems or issues.
  • Hiring and supervising the Reading First regional consultants who will work directly with the NCRF LEAs and schools.
  • Brokering technical assistance to NCRF LEAs and schools from federal programs, exceptional children services, classroom improvement and regional reading consultants.
  • Overseeing all project activities.
  • Managing the design and development of all NCRF correspondence and products
  • Ensuring that the professional development activities related to reading instruction provided through the NCRF Regional Reading Consultants and other service providers is based on SBRR.
  • Ensuring that the three proposal preparation workshops will build LEA capacity to write a proposal for and implement successfully a NCRF program consistent with the goals and parameters of Reading First
  • Ensuring that all activities associated with NCRF prepare teachers in all the essential components of reading instruction.
  • Guaranteeing immediate NCRF response in case of problems, unexpected demands, or emergencies.
  • Ensuring compliance to project schedules and quality assurance standards.
  • Overseeing logistics for meetings and workshops and facilitating those meetings with LEAs.
  • Assessing LEA activities on a regular basis LEA to determine whether they have been effective in achieving the purposes of Reading First.
  • Ensuring that the sub-grant made by the SEA meets the requirements of Reading First.

The Reading First Section Chief must have a minimum of a Master's degree in reading and preferably a doctorate in reading. The Section Chief must have experience teaching the early grades, providing professional development to teachers. The person must also have experience in a project to improve significantly reading performance in a school serving a high number of low-income children. Preference will be given to a candidate with administrative experience in a school district.
