APPLYING FOR NATIONAL BOARD CERTIFICATION?

What North Carolina Teachers Need to Know
Procedures and Requirements for 2007-08

Applications for state funding of the National Board application fee will be accepted from March 1, 2007 - October 31, 2007. North Carolina will pay the full application fee ($2,500) for all eligible North Carolina teachers seeking National Board Certification. To receive the funding teachers must:

  1. Review the eligibility criteria for state funding.
  2. Meet all requirements at the time of application.
  3. Review the NC eligibility for NBPTS Pay Differential.
  4. Apply directly to National Board at www.nbpts.org using the online application. This includes paying the $65 processing charge.
  5. Apply for state funding on or before the deadline date - October 31, 2007.
  6. After completing the NBPTS online application, follow the link to North Carolina's web site and apply for state funding. To receive funding, all candidates must complete this step.

    • Complete the North Carolina funding application online.
    • You must submit the North Carolina application to complete the process. You will receive an instant message that you have completed the process or that you are not eligible for state funding. For additional information contact Jeanne Washburn or 919.807.3373.

Eligibility Criteria for State Funding:

The state of North Carolina will pay, up front, the assesment fee for all eligible North Carolina teachers. Teachers are not required to repay the fee as long as they complete the full National Board Certification process and teach in a North Carolina Public School the year following completion of the assessment. Candidates are eligible for state funding if they:

  • Are paid entirely from state funds
  • Have completed three full years of teaching in the North Carolina Public Schools (This includes DOC, DHHS, Office of Juvenile Justice, and licensed public charter schools),
  • Hold a clear, continuing North Carolina teaching license and
  • Have not previously received state funds for participating in the NBPTS assessment. (If a candidate received funding, withdrew from the process and fulfilled the payment obligation, he/she can be funded again.)
  • Engage in direct classroom instruction, library/media or school counseling work 70% of the time over the course of the academic year.

If you do not meet the criteria listed above, please contact your local school system to determine if additional steps can be taken to qualify for state funding.

Important Notes:

  • All teachers teaching in Charter Schools are encouraged to check with your school administrator as to any salary differentials offered for National Board Certification. The state continues to provide funding to Charter School teachers to cover the assessment cost per meeting eligibility criteria. However, each charter school has the discretion as to any salary adjustments.
  • North Carolina pays the full application fee ($2,500) for all eligible teachers pursing National Board Certification. Any fees sent to NBPTS by an individual teacher or school district will not be reimbursed. There are no state reimbursement options for any source of direct payment to NBPTS.
  • Portfolio and standards information for all available certificate areas can be downloaded from www.nbpts.org at any time. All teachers have the opportunity to review and study the materials before officially applying for state funding.
  • NBPTS accepted applications early in 2007. If you applied to NBPTS before March 1, 2007, you must go online with North Carolina and apply for state funding. ( http://nbpts.dpi.state.nc.us/ ) Candidates must apply between March 1, 2007 and October 31, 2007 to receive state funds.
  • All candidates who complete the NBPTS process are awarded a complete NC license renewal cycle. Please submit your score report to your LEA to document completion of the NBPTS process.
  • North Carolina provides three days of professional leave for NBPTS candidates. The candidate's immediate supervisor must approve all leave requested.
  • North Carolina is a third party when you are completing the application for National Board. North Carolina provides the list of candidates to NCCAT for selection of participants in their NBPTS support program. If you did not agree for your information to be given to a third party, we will not have your name on the list and we can not provide it to NCCAT.
  • Retake applications will be processed starting in the fall. We will accept retake applications beginning November 15, 2007 Funding is awarded on a first come first served basis for all eligible candidates. The funding for retakes is provided by the US Department of Education Subsidy Grant. Candidates can only receive subsidy funding once. If you received retake funding in the past or subsidy assistance with the application fee, you are ineligible for retake funding.
