SBE HIGHLIGHTS

Action Agenda

  • Academic Scholars Program (GCS 1) - Board members approved revising the Academic Scholars Program to align with the Future-Ready Core graduation requirements, current legislation regarding The North Carolina Graduation Project, and national and international honor society criteria. In order for a student to receive an Academic Scholars seal on his/her diploma, he/she will need a 3.5 un-weighted cumulative grade point average and either three additional credits of higher-level courses (courses that carry five or six quality points) taken during the junior and/or senior years or two additional credits of higher-level courses (courses carry five or six quality points) taken during the junior and/or senior years and completion of The North Carolina Graduation Project. The revisions are effective for students entering ninth grade for the first time in or after 2009-10.

  • Academically or Intellectually Gifted (AIG) Program Standards (GCS 2) - Recommendations addressing state performance standards for the AIG Program were approved. The standards will serve as a statewide framework to guide districts as they develop, coordinate and implement thoughtful and comprehensive AIG programs. The standards address student identification, differentiated curriculum and instruction, personnel and professional development, comprehensive programming within the total school community, partnerships and program accountability.

  • Elementary Mathematics Add-On License (TCP 2) - This item was moved to action on first read. Board members approved a proposed program of study for an Elementary Mathematics Add-On License. The online study program (six graduate level courses totaling 18 hours) would focus on the mathematical knowledge needed for successfully teaching mathematics at the elementary level. Currently, elementary school teachers are considered generalists because they have only taken one or two mathematics courses in college and may need additional coursework to build the necessary understanding of mathematics, the process of learning mathematics and children's mathematical thinking in order to be strong mathematics teachers. The coursework also could be used toward a master's degree.

Board members also approved:

  • The State Evaluation Committee's Teacher Education Program approval recommendations for Campbell University, Elizabeth City State University and UNC-Chapel Hill. Also approved were the alternative lateral entry program recommendations for Charlotte-Mecklenburg Schools' Career and Technical Education Lateral Entry Program and the Mt. Olive College Lateral Entry Program. (TCP 1)

  • The reappointment of Daniel Turner (District 3), and the appointment of Jim Hart (District 3), Mitch Simpson (District 5), Nancy Armstrong (District 4), and Anne Garrett (District 8) to the Governor's School Board of Governors. There remains one vacancy representing District 2. (TCS 1)

  • Granting authority to the Department's School Planning Section (School Support Division) to administer Qualified Zone Academy Bond and Qualified School Construction Bond programs. (TCS 2)

  • Granting routine waiver exemptions as part of the Cooperative Innovative High School Program approval process. In most cases, the exemptions requested have been repeatedly approved for similar programs in past years. Non-routine exemptions will require Board approval. (LFI 1)
