Every Student Succeeds Act Approved in December 2015

The Every Student Succeeds Act is the latest reauthorization of the 1965 Elementary and Secondary Education Act and was approved by the US Congress in December 2015. This law provides significant federal support for programs to serve students in kindergarten through 12th grade and replaces the No Child Left Behind law of 2002. North Carolina and all other states will operate under its current federal plan until the final rules are completed for the Every Student Succeeds Act, which is expected in the winter of 2016-17. State education leaders are developing the new North Carolina plan. NEW!! Draft State Plan for the ESSA
Two major changes have taken place since the NCDPI posted the second version of the Draft State Plan for the Every Student Succeeds Act (ESSA) on December 22, 2016. First, on March 9, 2017, Congress approved a joint resolution repealing the US Department of Education’s (USED’s) regulations related to state plans and accountability systems under ESSA and President Trump approved it on March 27. Second, on March 13, 2017, U.S. Secretary of Education, Betsy DeVos, sent a letter to the chief state school officers that included a link to a new template for the state plans.

We are pleased to inform you that the third draft of the State Plan for the ESSA is available below for public review. This document serves as the rough draft of the state's application for funds authorized under the Elementary and Secondary Education Act of 1965 (ESEA) as reauthorized under ESSA in accordance with the requirements of the new template.

Educators, parents, students and other stakeholders of North Carolina’s public schools are invited to provide feedback on the Let’s Talk section of the NCDPI website. Please select the “Every Student Succeeds Act” link near the bottom of the page to share your thoughts.

Public Input Sought

Public input is being sought by NC Department of Public Instruction staff to help guide development of the state’s plan for complying with the new federal education law, the Every Student Succeeds Act (ESSA). Educators, parents, students and other stakeholders of North Carolina’s public schools are invited to provide feedback on the Let’s Talk section of the NCDPI website. Please select the “Every Student Succeeds Act” link near the bottom of the page to share your thoughts. These submitted comments are given the same weight as comments made at public comment sessions.

States are required to develop their own ESSA plan to comply with the federal law. The state plan will address issues of school accountability, student assessments, support for struggling schools and other elements.

Several public meetings were held around the state in the fall and the spring to solicit stakeholder feedback. Summaries of the public input sessions are provided below.
